New York SO2 and NOx

New York operates a SO2/NOx market similar to the RECLAIM in the LA Basin. The system operates on a cap-and-trade system with decreasing numbers of emission credits each year, and offers the opportunity to sell credits if a utility has an excess. Credits are calculated annually through the EPA. New York also participates in the national SO2 and NOx markets.
